Nineteen of the Russian's 21 victories have been won on hardcourt
A resurgent Medvedev claimed his initial championship for over two years with victory over opponent Moutet in the competition title decider.
Medvedev, a ex- number one, has endured a challenging year, winning just a single victory at the big events and suffering a difficult moment at the US Open.
The player's varied form on the tennis tour - and struggles with his serving in specific - resulted in him falling of the world's top 10 and ultimately splitting with former mentor Cervara.
Presently working with his coach and his other coach, he has consistently advanced in the recent weeks - culminating in a tightly fought 7-5 4-6 6-3 win over opponent Corentin Moutet.
This represents the player's maiden title following the Italian tournament and maiden on a hardcourt after that period of the previous year.
The win also means he has won twenty-one championships at twenty-one various events.
"It's the first time I am participating in a tournament with my two daughters simultaneously, so to win a championship is especially meaningful," said tennis professional Medvedev.
"This title is in honour of my child my daughter, because the maiden victory I won when my child her name was born was for her."
The athlete, the past champion, had failed in his previous six title deciders, featuring in that event previously this season.
His defensive strategy and recurring outbursts on the playing surface had caused commentators to wonder if his capacity to play at the highest level was over.
But the 29-year-old has altered his approach in the past month, attempting to advance forward and perform assertively, reinforced by an improved service.
The champion recovered from a disadvantage in the initial set against the difficult Frenchman, winning 4 of the last five games to gain the advantage.
Both players traded service breaks in the following set before Moutet, striving for his initial ATP Tour championship, took control to force a final set.
Moutet rescued 4 initial chances in a close third set before the champion broke to 15 to close out the victory.
Fittingly, Medvedev secured the title with a point at the net, with his opponent unable to handle a return after a lengthy match.
